The Rapid City City Council meeting on October 19, 2026, included two supplemental appropriation ordinances: $6,131,686.58 for 2026 (first reading) and $7,202,497.23 (second reading); both passed. The council also approved up to $10,000 from its contingency fund to match money raised at a community chili cook-off. In the bill-list votes, it approved $339,757.16 in bills for Main Street Square and/or Visit Rapid City and $12,431,966.42 in remaining bills. No new RFPs, vendor selections, or contract awards were identified.
Other actions included approving a nuisance-abatement assessment after removing one property because payment had been received, and reducing a tree-trimming abatement to $600; staff said the city would absorb the difference from its abatement budget. The council continued one public-hearing item for further data collection and approved a rezoning for the city Parks and Recreation Department. Public commenters raised concerns about election access during construction, data centers’ water use and public input, and access to Memorial Park facilities; no action on those concerns was taken during public comment. The Sioux Park tennis complex was praised as a past project, not presented for new funding or procurement action.
