The City of Joliet pre-council meeting was held October 19, 2026, with staff reviewing items scheduled for the next evening’s council agenda; no votes were taken at this pre-council meeting. Procurement items included a $167,000 Duralift boom truck for Public Works; $77,900 in traffic signal materials; a $25,960 source-water protection plan update from Engineering Enterprises Inc.; a $27,280 emergency garage-door replacement from Wanderlick Doors Inc.; a $36,224.24 change order to Water Well Solutions; a $145,614.32 change order to Calumet City Plumbing Company Inc.; and an $81,715 emergency sewer-improvement contract to Sunset Sewer and Water. The agenda also included ViewWorks asset-management software hosting for $70,000 and a Fleet 360 software renewal with RTA for $50,273.64. Staff described Fleet 360 as supporting maintenance, warranty tracking, and management of roughly 700 vehicles and equipment items, and ViewWorks’ CitizenView app as a way for residents to submit service requests. Other reviewed items included a University of Saint Francis lease for Fire EMS Academy training and office space at $7,041.66 per month through December 2027, a tourism study agreement with Hunden Partners (approximately $69,035 as stated in the transcript), and aggregate and bituminous-material purchase orders with no amounts specified.

The council agenda also included a public hearing on the proposed 2027 city budget; development actions for 23960 South Hobo Road, including annexation and light-industrial classification; and amendments to Rock Run Collection development guidelines. A resident objected to the Hobo Road proposal, citing truck traffic, road and bridge impacts, and neighborhood safety. Additional funding and partnership items included acceptance of a $2,511.80 hazmat equipment grant and a $1 million federal SAMHSA community-project award for a no-cost mental-health program, plus agreements supporting the Silver Cross Joliet Fire EMS Academy and tourism promotion. These were agenda items reviewed for future council consideration, not approvals made at this meeting.
