The City of Wooster City Council’s regularly scheduled meeting on October 19, 2026, included no contract awards, vendor selections, or purchasing approvals. Council adopted Ordinance 2026-18 on a 4–3 vote, prohibiting adult-use cannabis cultivators, processors, and dispensaries within the city. The decision establishes a restriction on future cannabis business opportunities; council members noted the ban could be revisited later. The mayor also explained that residents seeking to challenge the decision would need to pursue the state-prescribed initiative or referendum process.

Council introduced Ordinance 2026-20, concerning the Geyers Chapel II non-school TIF, but did not vote on it; it is expected to return at the next meeting after statutory time requirements are met. The TIF would exempt improvements on specified parcels from property taxation and direct service payments to authorized purposes, including infrastructure supporting freight access to the project. Officials said it would have about two-thirds the impact of a previously discussed TIF, that schools would receive their full share, and that council would receive an annual review of the TIF’s performance and spending. Other infrastructure matters included the mayor’s update that Gashi Street had reopened and a resident’s request for a sidewalk extension on North Grant Street; no related spending action was taken.
