The regular City of Moscow, Idaho, City Council meeting on October 19, 2026, approved the consent agenda. The main action item was a traffic safety assessment near Lena Whitmore Elementary School. After reviewing traffic counts and stop-control warrants, council accepted the report’s findings and recommendations and directed staff to explore traffic-calming treatments at First and Hayes; the motion was recorded as passing 4–1. Staff also discussed developing project concepts and potentially pursuing a future Transportation Alternatives Program grant for pedestrian and crossing improvements. No project budget, grant award, or construction contract was approved, and staff did not recommend a new all-way stop, speed-limit reduction, or rapid-flashing beacon under current findings.

Council also received an inflow and infiltration study by JUB Engineers, which identified sewer basins for further investigation and possible future pipeline lining or other targeted improvements. Staff noted that a lateral-replacement assistance program could be brought to council for consideration, but no spending or procurement action was taken. The meeting also included notice of a public question-and-answer session on the city’s updated design and construction standards; no standards were adopted at this meeting. No contract amounts or procurement awards were identified.
