The City of Merced Finance and Economic Development Subcommittee meeting, dated September 2, 2026 (meeting metadata records September 3), discussed its future schedule and scope, then reviewed proposals for the sale and development of city-owned property at 626 West Main Street. The parcel was appraised at $55,000. Three proposals were presented: Porch on Main, submitted by Caleb Metaphen of Hopton Properties, offered $25,000; a Main Street LLC proposal offered $65,000; and a valet-lane and parking improvement proposal from John Larson offered $25,000. Staff recommended Porch on Main, citing its family-friendly design, projected 23–55 jobs, estimated $450,000–$550,000 in capital improvements, and potential to activate downtown. The parking proposal estimated $175,000–$250,000 in capital investment and 5–9 jobs.
The subcommittee did not take a formal vote; staff said the subcommittee’s recommendation would be noted for City Council consideration. Members also discussed holding regular meetings in April, August, and December at approximately 5:30 p.m., subject to scheduling and Council approval, and identified potential topics including the draft budget, audits and financial statements, leases, and downtown parking. No contract award or expenditure approval was made.
