The City of Merced Recreation & Parks Commission met on August 24, 2026, and unanimously approved the Parks, Recreation and Open Space Master Plan after reviewing its four pillars: infrastructure and maintenance, community connection, safety and inclusivity, and resources and stewardship. The plan identifies future priorities including park and trail maintenance, modernizing aging amenities and ADA access, a potential indoor recreation facility at the Merced Regional Sports Complex, and pursuing funding for currently unfunded park projects. The plan is expected to return to the City Council for formal adoption after a study session, possibly in October.

The commission also discussed partnership and agreement practices, including service agreements and leases for community providers. Staff described the recent award to Merced Community College to use the Stephen Leonard Youth Center, noting that lease agreements generally run for at least five years with an option to extend, while service agreements are typically three years with an option to extend for two. The master plan calls for reviewing partner agreements, evaluating developer impact-fee practices, and exploring public-private partnerships and parkland acquisition. No dollar amounts or new procurement awards were identified at this meeting.
