The City of Corpus Christi Type B Board met on October 19, 2026, and approved an amendment to its economic development agreement with El Boleo Bakery. The project is an industrial-scale food manufacturing facility with on-site retail, described as bringing more than $6 million in private investment and 121 jobs to a distressed area. The requested Type B incentive is $363,000, payable in three annual installments of $121,000 from 2028 through 2030, contingent on job benchmarks of 41 positions by December 2028, 81 by December 2029, and 121 by December 2030. The board’s motion to approve the contract changes passed, with one member voting nay.

The amendment, conditionally approved by City Council on October 13, revises the contract’s default-notice provision to allow the City to issue a notice of default. Board members discussed the City’s role and the board’s authority; staff and legal representatives clarified that the board remains the contracting party and retains responsibility for reviewing a notice, managing any cure process, and deciding whether to terminate the agreement. The company representative said it intends to proceed with permitting and the project.
