The Honolulu City Council’s Zoning & Planning Committee met on October 22, 2026 (the meeting metadata is dated October 23). The committee advanced Resolution 26-236, as amended to CD1, recommending that the United States return lands used by Bellows to the people of Hawaiʻi in consultation with Native Hawaiian, Waimānalo, and state stakeholders. Testimony emphasized land stewardship, environmental assessment and cleanup, and community participation; an Air Force representative said decisions rest with the military services and agreed to follow up on the status of a previously identified 170-acre area. The recommendation was reported out for adoption with Councilmember Okimoto’s reservation. No contract awards or other conventional procurement actions were identified.
The committee also advanced several land-use and housing items. Resolution 26-230, as amended to CD1, was reported out for adoption; it concerns a city-land project with the Kobayashi Group and AI Group for about 737 affordable rental homes and eight manager units, with affordability for at least 73 years and proposed exemptions or deferrals from certain development charges and requirements. Members discussed the project’s pending development agreement, which remained unresolved, and community concerns about amenities and fee waivers. Resolutions 26-218 and 26-221, concerning residential development permits, were also advanced for adoption. Bill 55 (2026), to return the Central YMCA property to its prior zoning and terminate conditions tied to an unbuilt 2013 proposal, was advanced for passage and a public hearing, with a 90-day extension recommended.
