The City of Sacramento Animal Wellbeing Commission met on March 12, 2025. Procurement and capital needs were central to the shelter-needs discussion: commissioners reviewed a needs assessment commissioned through an RFP issued in 2023, which received four responses and resulted in an award to Indigo Hammond and Play Architects, with UC Davis shelter-medicine support. The assessment recommended relocating the shelter and estimated a new facility would cost about $50 million. The commission passed a motion recommending that City Council identify and commit funding for the assessment’s urgently needed interim shelter improvements; this was a recommendation, not an approved funding allocation. The shelter manager also reported a department goal to reduce reliance on the General Fund by 15%, no anticipated cuts to animal care, and an expected $100,000 increase in licensing revenue associated with the new DocuPet vendor. No amount for the assessment contract was stated.

The commission also discussed a proposed Wednesday closure of public-facing shelter services to redirect staff time toward veterinary work, training, cleaning, and foster/rescue support; no vote on the schedule change occurred. Members approved creation of an ad hoc committee to analyze adoption data and possible ways to improve adoption outcomes. Changing the city’s three-dog household limit was raised for future consideration, but no policy change was adopted. The shelter manager reported that a mobile veterinary vehicle would support field examinations and basic medical services, and described upcoming no-cost spay/neuter surgery days provided by San Diego Humane Society.
