The Minneapolis City Council Budget Committee met on October 22, 2026, to review the mayor’s recommended 2027 budgets for Finance and Property Services, Communications, and Assessing. Finance and Property Services’ proposed budget is $75.8 million, up $10.3 million from the prior year. It includes $4 million held centrally for future settlement-agreement work, more than $400,000 for four Property Services positions, and increased building-maintenance and utility costs. The department also described its planned transition from legacy systems to Workday through 2028. Contract-related items discussed included the roughly $300,000 annual state audit, financial and actuarial services, and building-maintenance services; no contract awards or procurement votes were made.
Communications presented a proposed $14,000 investment in Sprout Social and a $100,000 reduction in cultural-media funding, prompting questions about effects on language access and community radio partnerships. The committee also discussed the city’s existing public-access contract with Speak Minneapolis and an upcoming proposed Comcast franchise-agreement ordinance, but did not take action on either. Assessing’s recommended budget is about $6.9 million, with a $497,000 decrease and five fewer positions; staff warned of reduced capacity for inspections and taxpayer assistance. Its four supporting contracts total about $522,000 and include assessment software, CoStar real-estate data, and ABM parking services. The presentations were filed, and no spending or procurement motions or votes were identified.
