The Groton Traffic Authority meeting on October 15, 2026, discussed logistics for installing the USS Groton sail and rudder memorial. A representative of the USS Groton Sail Foundation described a planned crane operation on or near Newtown Road, tentatively in mid-November, requiring alternating one-way traffic, advance public notice, police officers and flaggers, and a state encroachment permit. The rudder weighs about 33,000 pounds; concrete work and Electric Boat’s completion of its work affect the schedule. Electric Boat has donated approximately $125,000 in addition to its work on the project. The state requires a $10 million bond for the work, which the contractor would need to obtain. Members discussed possible town costs for traffic control, but no spending approval or contract award was identified.
The Authority also discussed proposed no-parking signs at 42 High Street and 24 Pearl Street, including a fire-hydrant marking; both matters were held for members to inspect the locations. Members discussed monitoring a digital traffic sign request and a motion was made to ask the state Department of Transportation to review the suitability of a roundabout at Hazel Nut Hill; the transcript does not capture a vote on that motion. No other procurement actions were identified.
