The Lowell Planning Board met on October 19, 2026. The board approved Michael Brown’s definitive subdivision application for 87th Avenue, dividing an existing parcel into two lots for a new single-family home on the rear lot. The approval passed without opposition and included four conditions: the shared sewer service must be privately owned and maintained; a written shared-management plan must be prepared; a utility easement must be drafted and recorded; and an easement must address access to and maintenance of the shared driveway. The applicant had obtained a frontage variance from the Zoning Board of Appeals and agreed to provide screening and fencing discussed with the abutting neighbors.

Board members also discussed an upcoming state ballot question concerning 5,000-square-foot lots and recent state zoning changes, with a member asking that a city law-department memo on the changes be shared with the board. Members briefly noted ongoing boulevard work, including striping, but no related contract or spending decision was discussed. No procurement activity was identified.
