The Waiʻalae-Kāhala Neighborhood Board regular meeting was held October 16, 2026. No contract awards, bid approvals, vendor selections, or other purchasing decisions were identified. Kapiʻolani Community College reported that the sold-out Hawaiʻi Food & Wine Festival event, expected to draw about 1,100 guests, would be held in a campus parking lot on November 7, with seven HPD officers monitoring traffic and private security at the event. The college also said the Culinary Institute of the Pacific restaurant project still had punch-list work by RSI (Ralph Inouye) before turnover, with the restaurant tentatively expected to open next year; no project cost or procurement action was discussed.

The board approved its September meeting minutes, unanimously approved a permanent interaction group to review East Honolulu and Primary Urban Center plans, and voted to support a University of Hawaiʻi Law School education-law clinic. Other discussion included public safety, water conservation during power outages, park after-hours concerns, an unpermitted fence, and a proposed shopping-cart ordinance that Council Chair Tommy Waters said was scheduled for a hearing the following week. These discussions did not result in procurement actions.
