The City of Lake Oswego Planning Commission met on October 26, 2026, for work session seven on the Foothills District Plan update (PP25-00005). The commission reviewed a schematic framework emphasizing housing, a multimodal Grand Connection, an active waterfront and park plaza, trails, and improved access. Discussion focused on development feasibility, parking, floodplain and infrastructure needs, private-property assembly, and phasing. Two options for a north access portal remain under consideration: a route near the public-storage property and an alignment with Boones Ferry/Tualatin-area access (rendered in the transcript as “Towiliger”). Staff said further traffic, cost, and financial-feasibility analysis will inform a preferred plan; no construction award, contract approval, or project spending vote was made. Commissioners urged staff to examine property impacts, public parking, implementation steps, and lessons from Vancouver’s waterfront redevelopment. The plan may rely on future urban-renewal tax-increment financing, public-private partnerships, and state or federal funding for major infrastructure.

In the council update, the commission heard that the city budget is tight and that a one-time wastewater rate increase of about 28% is planned to support the wastewater treatment plant and avoid higher costs over time; Republic Services has no rate increase scheduled for next year. The commission also approved the October 12 meeting minutes following a motion and second. No procurement activity or vendor selection was identified.
