The City of Glendora Water Commission met on October 22, 2026. Staff reported that the Water Division spent $14.2 million of its revised $16.6 million FY 2025–26 operating budget, leaving approximately $2.4 million for future repairs and capital improvements. Major projects are moving toward procurement: Cypress and Colorado pipeline projects are in final design and expected to go out to bid in November; staff expects to bring a North Glendora Reservoir construction and inspection management services contract to City Council for award in December after receiving a proposal; and reservoir improvements are expected to go out to bid in spring. The Glendora Avenue water and street project remains in design. The Commission also discussed coordinating utility work with road improvements and strengthening permit restoration requirements for utilities working in city streets.
Staff reported that City Council awarded AquaTrax’s customer water portal contract on September 22; the platform received $48,484 in Metropolitan Water District grant funding and is expected to launch in late January or early February. Of six conservation grant proposals, four were approved, including $20,655.60 for leak-detection devices, $3,140 for tree-watering bags, and $1,350 for a conservation workshop. Funding was not approved for two proposed purchases: approximately $42,410 for two changeable message signs and $9,000 for a conservation mascot. Commission actions included receiving and filing expenditure and program updates; no new contract award was approved by the Commission. The Commission also received a presentation on the state-mandated non-functional turf ordinance, with no penalties or fee schedule adopted at this meeting.
