The Doña Ana County Public Art Advisory Board met on October 16, 2026. The board approved its bylaws by unanimous roll-call vote, subject to review by the Board of County Commissioners (BOCC), and voted to form a three-member subcommittee to revise the board’s 2024 operating guidelines. Staff noted that county resolutions provide for public-art funding of 1% of construction or renovation costs, up to $200,000 per project. The BOCC has also requested a public art master plan. Members discussed researching other jurisdictions’ plans and developing a proposal for possible consultant support and an RFP; no consultant budget or procurement was approved. Substantive guideline changes will require BOCC approval. Staff also reported that the BOCC extended four board-member terms through September 2027 and that future terms are two years, with reappointment limited to eight years.
The board heard a presentation on a proposed traveling mural project featuring two designs, including an interactive coloring component for children. The project is funded through a state Creative Industries grant of $100,000 awarded in 2023 and county matching funds for the second phase; funds will cover supplies and the artist’s work, with no specific additional amount stated. The artist presented concepts for feedback, but no procurement award or formal project approval was recorded. Staff also said Irene Oliver Lewis’s economic development services contract with the county had been renewed for a third year, with no contract value stated. The board separately approved the July meeting minutes as amended.
