The City of San Rafael City Council’s regular meeting on October 19, 2026, approved consent items 2A–2F by a 5–0 vote. Public commenters questioned a reported $53,000 discrepancy between the staff report and agreement for a food-delivery contract and objected to contracts being approved on consent, including a Northgate planning agreement whose consultant they said had been selected earlier. Item 2G, replacement of a fire-department apparatus, was pulled for discussion; staff described a proposed $817,000 purchase, including outfitting, funded from the vehicle replacement fund. The transcript does not capture a vote on that item.
The Council adopted the 2026 Citywide Bicycle and Pedestrian Plan 5–0. It identifies priority infrastructure projects, supports future grant applications, and sets out an aspirational investment of about $90 million. The Council also approved the Second and Fourth Street Intersection Improvements project: it awarded the construction contract to Gelati Brothers for a total not-to-exceed amount of $2,875,000, including $577,733 in contingency, and authorized a construction-management professional-services agreement with Contour North America, Inc. Both project resolutions passed 4–0, with one council member absent from the votes. The intersection project is funded through gas tax revenue and an OAG 3 grant.
