The City of Coppell Planning and Zoning Commission met on October 15, 2026. The commission unanimously approved Special Use Permit 1272C for Shammy’s Car Wash, a proposed car wash with self-service vacuums on 1.746 acres along South Belt Line Road. Approval was subject to conditions including construction of a southbound left-turn deceleration lane and median modification before issuance of a certificate of occupancy, abandonment of a 15-foot Pioneer Oil Company easement with replatting, and revisions to the landscape and tree-mitigation plans. The applicant also agreed to work with staff on addressing potentially unsafe U-turn movements at a site entrance. No contract awards, purchasing decisions, or city-funded procurement were identified; the road and site improvements are part of the development proposal.

The commission was informed that an Austin Elementary School addition case had been withdrawn and would require new public notices if resubmitted. Staff also reported that City Council had approved data-center text amendments, a conditional use permit, and a temporary batch-plant item at its prior meeting. The city’s 2040 comprehensive-plan kickoff is underway, with work on background materials and consultant coordination; commissioners discussed its potential role in guiding future zoning and redevelopment. The commission also approved its September 17 meeting minutes.
