Kane County Energy and Environmental Committee meeting, October 16, 2026. The committee discussed a proposed Pace bus advertising agreement with Intersection. Staff said the contract had been revised to $28,889—below the county’s $30,000 threshold—so it could be signed without a board resolution, following advice from the State’s Attorney’s Office and Purchasing. A motion to advance a resolution died for lack of a second; the committee did not record a formal approval, though members expressed support for the workaround. Staff was asked to email the chair and Bill Leonard about pursuing a change to the purchasing ordinance to better align it with state law and improve transparency. The committee also heard that the Fabian Parkway Recycling Center project would use an alternate bid within the project budget; the contract was signed and a purchase order issued, with construction expected to require about a month of closure. The selected concrete surface costs more than the original option but remains within the budget line.

The committee approved, by roll-call vote, an agreement with the Village of West Dundee and E-Works to continue operating the West Dundee Recycling Center in 2027, and a one-year 2027 extension of the county’s E-Works recycling agreement, described as the final extension allowed under the contract. No dollar amounts for these agreements were stated. Other funding updates included the completed farmer weatherization rebate program, which distributed about $2,600 in rebates and is expected to return just under $17,000 to the electric aggregation fund, and a report on Batavia’s home-efficiency rebate pilot, to which the county had contributed $20,000. The committee also discussed upcoming electronic-recycling requirements, food-scrap collection, and climate-plan implementation.
