Stratford Housing Partnership - October 15, 2026

The Stratford Housing Partnership met on October 15, 2026. Members approved the July 16 meeting minutes and heard a presentation from planner Francisco Gomez of IMG on plan development districts (PDDs), a flexible zoning mechanism for larger or mixed-use development. The presentation covered the legal framework, approval process, potential benefits and risks, recommended regulation content, and examples from other Connecticut communities. Members discussed possible applications in Stratford, coordination with MetroCOG and neighboring municipalities, the relationship to the town’s Plan of Conservation and Development and affordable housing goals, and an estimated three-to-six-month process to develop regulations. No PDD proposal was adopted, and no procurement, contract award, or spending decision was identified.

Members discussed defining the scope and potential locations for future PDD work, with a possible follow-up discussion involving the planner at the next meeting. The vote on the next year’s meeting schedule was tabled until the following month because of advance-notice requirements for remote meetings; the motion to table passed unanimously. The meeting then adjourned.
