The Elkhart Redevelopment Commission met on October 13, 2026. It recommended Prince Property Group and Barrett Realty as preferred developers for the County Courthouse block redevelopment, following an RFP with three proposals. The proposed mixed-use project includes 124 apartments, 10,000 square feet of commercial space, six townhomes, and an estimated $37 million investment. The Commission authorized staff to initiate a letter of intent and negotiate a development agreement for later consideration. For the Chase building renovation as a future public safety center, commissioners approved the preliminary form of a lease with the Redevelopment Authority and set a November 10 public hearing; a construction-partner RFP is underway, with the Board of Works expected to make an award recommendation December 1. American Structure Point is the design partner.

The Commission approved several spending and contract actions, including $29,744.47 in McCarter legal invoices and a $75,000 allocation for related future services; an additional $250,000 for contaminated-soil disposal at 1101 East Beardsley; and a Selge contract change order that raises the total to $3,772,552.51, with $55,322 in additional bond funding. It approved a contract with Garrison Frazier for the Kelby Love Peace Memorial sculpture, with the Commission’s expected net cost capped at $46,555 after anticipated reimbursements, and authorized a $45,000 Enfocus planning study funded equally by the Tech Park and Aeroplex TIF areas. Other approvals included a $9,000 Woodland Crossing budget transfer, CDBG subrecipient agreements with six local organizations, and a $16,362.87 Warwick and Boyne invoice. South Main Street work was reported on track for completion in early December.
