The City of Jasper held its third and final public hearing on the proposed 2027 property-tax millage rate on October 15, 2026. Staff presented a proposed rate of 7.63 mills and explained that property taxes support general-fund services, including public safety, public works, planning, and administration; water and sewer are funded separately. Staff said insurance and benefits are expected to increase by approximately $130,000 in 2027, noted that the general fund is about 80% personnel and 20% operating costs, and reported that no capital purchases are proposed. The city plans a budget discussion with department leaders, publication of the budget before a November 19 public hearing, and consideration at the December 7 meeting.
The hearing was opened to public comment. Speakers raised concerns about rising assessments and taxes, affordability, city spending and payroll, development restrictions, and whether the city is honoring commitments made to property owners. The agenda was approved by motion and second; no vote on the millage rate or procurement action occurred. No contract awards, vendor selections, or other procurement activity were identified.
