The Naperville City Council meeting on October 20, 2026, approved several procurement items. The consent agenda, approved 9–0, included $49,298,656.70 in September cash disbursements; a director of electric utility executive search contract with Blue Signal (not to exceed $65,000); one-year Verizon Wireless awards for cellular service ($338,000) and mobile broadband ($28,000); an audit-services option year with Sikich LLP ($222,800); a civil and duct work option year with MEI Electric Company ($400,000); Navistar OEM parts from Rush Truck Centers of Illinois ($80,000); and a change order for flow-meter maintenance and related services with ADS Environmental Services ($81,000). The council also approved an electric utility project for boring services and electric conduit construction with MEI Electric Company, Inc., for $19,867,145.69; the motion passed 9–0.

The council adopted an update to the bicycle and pedestrian plan with a feasibility study for a bicycle and pedestrian tunnel under the railroad tracks between Washington Street and Mill Street added to the plan. The plan is a framework for possible future projects, not authorization or funding for construction; staff said individual projects would receive further review, public engagement, and council consideration, including through future budget processes. Public discussion also addressed the city’s electric-utility vision and neighborhood drainage concerns, but no related procurement action was identified.
