Washington County, Oregon Solutions Council meeting — October 15, 2026. The Council heard that Community Action’s Emergency Solutions Grant (ESG), a HUD formula grant administered by the county, served 25 households (49 people) in FY2025; 21 households moved into permanent housing, with an average of 77 days from program entry to move-in. The presentation emphasized rental assistance, landlord advocacy, and coordination with other agencies. The Council then voted to adopt the ranked order of recommended investments for staff to use in developing a funding recommendation. Members discussed a possible funding pool of about $14 million, but staff said the allocation and number of priorities to advance were not yet determined; final recommendations will incorporate year-end fund-balance information and go to the Board of County Commissioners. No specific contracts or vendor awards were approved.
Staff reported that the county submitted its Continuum of Care funding application in late September and that litigation over proposed federal funding changes is ongoing; the related public-comment period received 1,427 comments. Members also discussed Metro’s developing corrective-action procedures and the need for continued input on how accountability requirements could affect current intergovernmental agreements and service delivery. Updates included the planned opening of Open Doors’ Safe Rest Pod Village, a design charrette for permanent supportive housing in Forest Grove, and Metro’s recently adopted regional homelessness goals and performance measures. No other purchasing or contract award action was identified.
