🏗️ Construction & Infrastructure 🚨 Public Safety Physical Infrastructure Grants & Funding

The Bloomington City Council’s October 19, 2026 study meeting reviewed the draft 2027–2036 Capital Improvement Plan (CIP) and external-services budget requests. The CIP is a planning document, not an authorization to spend: individual projects still require funding and Council approval, with procurement to follow the City’s approval process. The draft lists more than $300 million for city facilities, $275 million for surface transportation, and $177 million for sewer, water, and stormwater. About 90 projects totaling roughly $260 million are identified for 2027–2028. A proposed $45 million water-park parking ramp would be financed with tax-increment financing rather than the general tax levy. Other projects discussed included fire-station work, an animal-shelter replacement, and fleet and salt-storage facilities. No contract awards, vendor selections, or CIP project approvals were made; the Council expects to revisit the plan on December 7 and hold a public hearing in December.

Department budget discussions covered infrastructure renewal and utility costs, public-safety staffing and technology, and efforts to increase Parks and Recreation revenue and reduce tax support. Public Works proposed $150,000 annually for climate-action-plan implementation, funded through utility rates; utility expenditures are projected to rise 5.5% in 2027 and 9.3% in 2028, with wastewater costs tied in part to the North Central Sanitary Sewer project. The City’s haulers contract and pay-as-you-throw rates took effect in 2026. Police described pursuing about $2 million in grant applications and implementing the Axon technology suite; Fire described a proposed increase of nine full-time firefighters in 2027 and planning for additional staffing. These were budget discussions, not spending approvals. The Council approved the meeting agenda 7–0 and later adjourned.
