The Eugene City Council held a work session on October 21, 2026, focused on boards and commissions recruitment procedures and council operating agreements. No procurement activity, contract awards, vendor selections, or purchasing decisions were identified. Council approved a change to applicant-selection ballots, allowing the number of counselor selections per open seat to increase with the size of the applicant pool (4–3). It also voted 4–3 to direct the City Manager to investigate secure technology options for receiving prerecorded candidate statements. A motion to shorten candidate statements from three minutes to two and a half minutes failed 2–5; a motion to hold interviews over two work sessions as needed passed, with six votes in favor. The transcript does not clearly capture the full vote tally for that motion.
Council also voted 6–1 to remove randomization from speaker order at quasi-judicial land-use hearings. A proposal to amend the budget committee appointment process so each councilor appoints one citizen member failed 2–5. Staff noted that creating alternate-member pathways for board and commission vacancies would require code amendments and further analysis. The council also noted that the Eugene Public Library levy report would need to be rescheduled.
