The City of Iowa City City Council held a strategic-plan work session on October 15, 2026, facilitated by the East Central Iowa Council of Governments. Council members and staff reviewed the 2024 plan’s actions across economic development, mobility, safety and well-being, and housing and neighborhoods, deciding which to retain, revise, or retire for the next plan period. City Manager Jeff Ruin highlighted tighter fiscal conditions: property taxes provide about 70% of general-fund revenue, with revenue growth now limited to 2% plus new construction; transit-fund growth is limited to 2%. He urged the council to prioritize services and projects in upcoming budget and capital improvement planning. Members also called for housing metrics to be reflected in the plan and for ongoing review of transit ridership, costs, and sustainable funding, while identifying preservation of fare-free transit as a priority.
Funding discussions included a proposed $75,000 annual LOST allocation to continue the child-care wage enhancement program, which would require a future council resolution, and possible ongoing support for career and pre-apprenticeship programs. The council discussed carrying forward funding for nonprofit capacity-building and developing a plan for use of a community-response reserve. Federal funding has been secured for a relocated transit facility, which is in design; staff also reported limited current federal grant options for electric buses. The council revised or reaffirmed several actions concerning affordable housing, protected bike routes, climate planning, and tenant protections. No contract awards, bid approvals, vendor selections, or formal procurement votes were identified.
