The City of Raleigh Parks, Recreation, and Greenway Advisory Board met on October 15, 2026. A major procurement-related update covered the Crabtree Creek greenway bridge near Hodges Street: the City Council approved an amended reimbursement agreement with developer Beacon and a construction easement for stream-bank benching. Under the revised arrangement, Beacon will continue managing the bridge’s design and construction and perform benching on City property; the City’s reimbursement obligation drops from up to $1.5 million to $579,000. The original arrangement also contemplated Beacon purchasing the prefabricated bridge structure for about $400,000. Staff separately reported a substantial increase to janitorial contract costs at Dix Park, without stating an amount, and noted that a bid for Lake Lynn West had been awarded, with an invitation to follow. The City has also increased the allocation for its percent-for-art program, though no amount was provided.
Staff updated the board on the Leaf Out tree initiative, including approximately $1 million in federal funding administered through the state for tree planting and maintenance, and about 1,000 trees purchased for planting, events, and giveaways. The Raleigh Parks Foundation reported $55,000 in grants and donations supporting youth conservation, financial assistance, and tree-canopy work. The board approved the prior meeting’s minutes; no procurement vote was taken by the board. Members deferred a decision on whether subcommittees should meet entirely virtually or entirely in person, pending more information. Staff also noted that Council had approved the bridge agreement amendment and easement.
