The City of Portsmouth Planning Board held a regular meeting and joint work session with the Conservation Commission on October 15, 2026. The work session focused on proposed revisions to Article 10’s wetlands rules, including conditional-use criteria for projects addressing current environmental degradation, impervious-surface impacts, application information requirements, tree-cutting limits and exceptions, and snow storage and winter-maintenance plans. Members discussed clarifying the draft; no amendments were adopted, and staff will consolidate revisions for a future work session. The board also noted cost and housing-affordability considerations. No procurement, contract awards, bids, or spending allocations were identified.

The board approved wetland and site-plan applications, including a garden and related improvements at 124 Heritage Avenue, a three-lot subdivision with three single-family homes at 20 Central Avenue, and replacement stairs at 400 Little Harbor Road. It recommended that the City Council consider a private-access request for a parcel near Elm Street subject to further review of access, utilities, and emergency response; recommended discontinuing specified portions of Cornwall Street and Taft Road subject to utility easements and related conditions; and recommended a 50-year landscape and maintenance license for city land near 361 Hanover Street, with retaining-wall inspection and replacement provisions. The board also granted requested approval extensions.
