The City of Sunny Isles Beach Commission’s regular meeting on October 15, 2026, addressed several budget and contracting matters. The Commission approved on first reading, 5–0, budget amendment BA2526-04, including recognition of about $13.6 million in unanticipated TDR and development-bonus revenue, reallocations for capital projects and the Government Center annex, and other operating and capital adjustments. It also approved a $124,544 change order with YC Group for the Bella Vista seawall after longer piles were found necessary; officials warned that delay could push the work back and jeopardize state funding. Other contract actions included a second Cool Water Air Conditioning amendment for up to $150,000 (bringing the stated contract ceiling to about $433,006), renewal of Visualscape’s citywide landscape-maintenance agreement at its existing 2024 bid rates (about $1.45 million annually), and extensions for Town Center Park design work with Keith & Associates (contract ceiling $219,500) and Rodriguez Architects (amount stated as $51,250). The Commission also considered or approved budgeted Microsoft and PC Solutions software/cybersecurity expenditures, a Toshiba lease for two multifunction copiers, and updated parking agreements at $400 per space. It ratified the Millennium Products agreement to relocate all seven license-plate-reader sites, procured through a GSA contract; the transcript does not clearly capture the agreement’s total cost.
The Commission established the framework for a resident auditor-selection committee to support a forthcoming auditor RFP; the transcript does not clearly show a final vote on that item. It adopted the special-event ordinance 4–1, clarifying permit requirements and application procedures for events on public and private property, including potential fees for late applications. In personnel matters, it appointed Susan Simpson interim city manager with a temporary 10% salary increase, approved 5–0, and approved 4–1 an amended separation agreement for outgoing City Manager Stanley Morris that reduced severance to one week, in addition to accrued leave. Commissioners also approved a motion for an outside-agency investigation into the former manager’s conduct. No specific new procurement policy was adopted, but the auditor RFP process and special-event permitting changes may shape future solicitation and event-related requirements.
