The Fitchburg Common Council recap for October 13, 2026, covered the mayor’s proposed 2027 budget hearing and several infrastructure and capital matters. The council passed an ordinance changing park-fee collection for phased multifamily projects so fees are due as each building proceeds to permitting. It also approved a 40-year sewage-service agreement involving the Village of Oregon and Wisconsin Department of Corrections, and state-municipal agreements for grant-funded Southdale and Traceway/Leopold paths. The Southdale project is expected to receive up to 80% of its cost through grant funding. A subdivision improvement agreement for High Field Reserve was postponed to November 10 amid possible budget amendments to reduce the related fee. The council also accepted completed subdivision work associated with Sub-Zero’s campus access and resurfacing project.
Capital and budget discussions included proposed McKee Farms Park splash-pad repairs and a replacement for the aging Kids’ Crossing playground, planned for 2027; the council removed authorization to replace the park sign from the related budget amendment. The council reduced the debt-financing threshold for equipment from $500,000 to $250,000, while retaining the option to pay cash. It passed an ordinance authorizing a forestry fee, with the fee amounts to be considered during the 2027 budget process; the proposal cited annual charges of $55 for residential properties, $38 for duplexes, $143 for multifamily properties, and $218 for nonresidential properties. A resolution to amend borrowing parameters for the City Hall remodel and roadway work, including Fitchrona Road, was referred directly to the council; the change was intended to allow staff and the public-finance consultant to pursue competitive borrowing rates amid volatile bond-market conditions. The recap also noted that elected-official compensation increases are phased in after elections and included in the proposed 2027 operating budget.
