The Berks County Board of Commissioners meeting on October 15, 2026, included an update on development of the 2027 budget. The County CFO described inflation, personnel costs, utility expenses, and continuing capital and service obligations as contributors to projected operating deficits and reserve pressure. Major budget considerations include facility and campus needs, security enhancements, debt service for downtown renovations, replacement and upgrade of the County’s 911 radio system, and moving the Oracle ERP system to a cloud-based platform. A preliminary 3.4% tax increase was discussed as one possible measure; the CFO estimated it would add $30.64 annually per $100,000 of assessed value. The proposed budget is scheduled for presentation on November 19, with a Board approval vote expected in December. Commissioners also discussed a possible $20 million bond issuance and the estimated $600,000 in borrowing savings associated with maintaining the County’s AAA rating. These were budget-planning discussions; no related contract award or purchasing vote was identified.
The Board also heard a presentation on the relaunched Bountiful Berks initiative to promote local agricultural producers, including a searchable website and a guide featuring more than 250 vendors. The presentation cited $2.2 million for agricultural preservation and $700,000 for agricultural services as investments supporting the local economy, but no new funding or procurement action was taken. A motion to approve the agenda passed; no other procurement-related motions were identified.
