The Franklin Zoning Board of Appeals met October 15, 2026, and approved the October 1 minutes. The Board continued special-permit hearings for additions at 69 North Park Street and 110 Populatic Street to October 29, requesting further review of applicable zoning rules, project alternatives, ADU interpretation, and stormwater and impervious-coverage information. No contracts or purchases were approved in these matters. For the 39-unit condominium proposal at 202 Washington Street, the applicant proposed an $81,000 fair-share contribution toward sidewalk improvements, based on an estimated $1.5 million cost to complete sidewalk links to King Street; the town is pursuing a $1 million Complete Streets grant, with other grant options also discussed. The Board also discussed a proposed $20,000 sewer-pump-station capacity analysis, but the applicant requested time to review its necessity and cost. The hearing was continued to November 12, with landscaping, drainage, and infrastructure questions remaining. No procurement award was made.
