The City of Fargo Commission and Economic Development Incentive Committee (EDIC) held an informational discussion on October 15, 2026, about economic incentives and commercial redevelopment policy. Staff described the city’s third-party financial review by PFM and discussed how incentive applications could be evaluated against the “but-for” test, Fargo’s growth plan and strategic priorities, market conditions, projected costs and revenues, and likely impacts on city services and taxpayers. Participants also discussed whether redevelopment incentives should be geographically targeted, including to established neighborhoods and infill areas, and raised inclusionary housing as a possible consideration when incentives support apartment development.
The discussion also covered an annual review process for business incentive agreements, including tracking promised jobs and wages, requiring regular reporting, and considering remedies if projects fall short. Participants called for clearer standards, stronger monitoring, and exploration of whether incentives can be reduced or revoked prospectively; the feasibility of retroactive clawbacks was noted as uncertain. No motions or votes were taken, and no procurement action, contract award, or spending authorization was identified. The commercial redevelopment policy and review procedures remain under discussion, with further work requested from EDIC and staff before the commission considers next steps.
