The Utility Advisory Committee meeting on October 14, 2026, included a presentation on the five-year capital improvement plan (CIP), which was presented for information only; no CIP action was taken. Staff said City Council would consider the FY2028 plan one year at a time, while the committee would begin advising on FY2029 projects. Members discussed improving project descriptions and receiving earlier information to assess timing and scope. They also raised possible adjustments to future-year budgets, including moving an approximately $900,000 bucket-truck purchase from FY2031 to FY2032. A potential $3 million borrowing and a roughly $2.15 million loan, alongside the existing 5% rate-increase assumption, were discussed in the context of capital costs; no financing or spending decision was made.

The committee reviewed the next steps for utility cost-of-service and rate-design analysis. Staff reported that the FCS rate-study contract was complete and its draft report was under staff review; members were invited to submit comments, with further committee review planned for January and possible recommendations to City Council later. Topics under consideration include rate-class equity and whether large-load developers should deposit funds to cover utility staff or consultant review costs, and potentially face a separate rate structure; these were exploratory discussions, not adopted policies. Future agenda topics requested included updates on the wastewater effluent study, golf-course water-overage fines and possible conservation uses of the revenue, utility consumption, and the FY2028 budget. The committee corrected the July minutes’ reference to two raw-water pipelines to one and continued the chair and vice chair for another year; no procurement awards or bid approvals were identified.
