At the October 15, 2026 Barnstable Town Council meeting, members approved several FY2027 state 911 grants: $18,998.82 for emergency medical dispatch medical-director services, quality assurance and CPR training; $270,026 for 911 telecommunications-center personnel costs; and approximately $17,167 for dispatcher training. The training grant was discussed as supporting required continuing education, including crisis intervention, domestic violence and de-escalation. The council also unanimously authorized acceptance and expenditure of a $2,275,000 state Housing Works Infrastructure Grant, with no local match required, for design, permitting and construction of pedestrian, landscaping and streetscape improvements on Hyannis Main Street East. A separate $10,000 appropriation for a sewer easement at 153 Hockins Neck Road was referred to a public hearing, not approved for expenditure at this meeting.

The council received an update on the opioid settlement grant cycle: $200,000 was available, and four organizations were recommended for awards totaling $192,050; recipients are to report on outcomes during the October 2026–September 2027 grant period. Members also discussed a draft voluntary payment-in-lieu-of-taxes program for tax-exempt institutions. By consensus, they directed staff to refine the proposal and return with further information, including potential eligibility criteria and a cost-benefit assessment; no formal policy or spending vote was taken. Public comment raised concerns about Hyannis street and traffic changes and use of grant funds, while councilors requested robust public engagement as infrastructure plans proceed.
