The Salinas Finance Committee meeting on October 13, 2026, recommended approval of an in-house street-sweeping program and purchase of four sweepers: three Schwartz M6SC Avalanche units and one Ravo R5 i-Series compact sweeper. The estimated cost is up to $2.2 million, including a 10% contingency. The committee approved a motion to recommend the purchase to City Council, authorize use of the infrastructure reserve for the initial cost, and allow the city manager to enter a reimbursement resolution. Staff said Republic Services would pay the city a fee to cover program costs under the amended trash franchise agreement, making the arrangement effectively cash neutral. The city selected the equipment through Sourcewell cooperative pricing after comparing vendors; staff cited Elgin’s higher quotes, lack of demo units, and longer delivery time. The purchase is time-sensitive because a California regulation taking effect in January 2027 will require newly purchased large sweepers to be electric, which staff said would add roughly $200,000–$300,000 per unit. Final approval is expected from City Council.
The committee also received a tracking poll on renewal of Measure G, with support reaching about two-thirds after respondents heard informational messages. Staff noted that expiration could leave an anticipated $47 million deficit. The committee requested that the poll results be presented to the full council, with no formal action taken on the report. The committee also approved the September 1 meeting minutes by consent.
