The City of Chandler City Council’s regular meeting on October 15, 2026, included a public hearing on proposed utility rate and fee changes. Staff cited water and wastewater system rehabilitation, replacement of aging pipes and manholes, treatment costs, and the Waste Management collection contract’s built-in annual inflators. The proposed increases were 9% for water, 6.5% for wastewater, 9% for reclaimed water, and 4.5% for solid waste, with rates planned to take effect January 4, 2027. Council introduced and tentatively adopted Ordinance 5181 on the water, wastewater, and reclaimed water rates; it passed with Council Member Orlando voting no. Resolution 6044 amending solid-waste fees passed unanimously. Final ordinance adoption was scheduled for November 12. Staff said a new cost-of-service study had begun and would inform future rate allocation; Council Member Poston also asked staff to explore ways to add funding to the AOK utility-bill assistance program.

Capital needs discussed included a redundant 66-inch wastewater line beneath Loop 202, with construction estimated at about $48 million and completion expected the following July, and a wastewater rehabilitation project of roughly $50 million approved among the consent items. The Mayor also referred to a major wastewater item approved on consent; the transcript does not provide its contract or vendor details. No new vendor selection or competitive bid approval was identified. Congressman Greg Stanton noted that Chandler had received $1 million in congressionally directed spending for the Chandler Flex transit program, with the City seeking additional federal funding for expansion. The consent agenda, items 1–44, passed unanimously, with Council Member Poston recusing on items 37 and 38.
