The Ithaca Urban Renewal Agency (IURA) meeting, dated October 17, 2026, addressed payment controls, a staffing-agreement extension, agency finances, and city projects. Members approved a resolution clarifying that payments over $5,000 require dual approval on the voucher, including payments made electronically. They also unanimously approved a one-year extension of the City-reimbursed encampment response coordinator agreement. The extension was amended to require the role’s reporting structure and performance-evaluation metrics to be documented within 90 days. Members discussed the position’s part-time status, benefits, and an agreement ceiling of $80,000; the City is to reimburse associated costs. No competitive procurement or vendor award was identified.
Staff reviewed cash balances and the developing 2027 budget, noting a proposed 3% salary increase and that the addition of the coordinator accounts for much of the projected expense increase. Discussion also covered HUD and other restricted funds, potential affordable-housing financing, and urban renewal work including the Seneca garage and other redevelopment projects. A county shelter project is awaiting state funding and could begin construction in 2027, with opening discussed as potentially around 2029. These were status and funding discussions; no capital-project contract award or bid approval was reported.
