The City of Eagle Pass Metropolitan Planning Organization meeting was held October 14, 2026. Stanley Consultants, the MPO’s general planning consultant, presented draft chapters of the federally required 25-year Metropolitan Transportation Plan (MTP) and discussed the related four-year Transportation Improvement Program (TIP). A public workshop was planned for October 21, with an opportunity for residents to review project information and submit comments; adoption of the MTP and TIP was expected at the December meeting. The board unanimously approved the prior meeting minutes. It also considered starting a 10-day public review and comment period for the MPO bylaws; the transcript records a motion and second but does not clearly establish the vote outcome. No new contract award or purchasing decision was identified.
Transportation funding and project updates included a reported additional $20 million for the Highway 57 expansion and funding for engineering work on the 98-mile route; a state legislative-session target of at least $100 million for a future phase was discussed, not approved. The city-owned Patsy Winn Boulevard project was reported under construction, with a $3.25 million Economic Development Administration grant and planned completion in May 2027. The board tabled selection of an MPO representative to the Border Trade Advisory Committee until policy board members could participate. Members also discussed MPO boundary limits and public outreach for the transportation plan.
