Miami-Dade BCC Intergovernmental and Economic Impact Committee meeting, October 15, 2026 (metadata timestamp: October 16 UTC). The committee discussed a proposed septic-to-sewer pump-station financing policy seeking $5 million annually, beginning in FY 2026–27, as seed funding that would later be recovered from developers connecting to the pump stations. The administration supported the concept but had not identified a funding source. Members raised concerns about committing funds without identifying the budget offset and requested information on affected or stalled development projects. The committee voted to defer the item for further work on funding and supporting information. Members also considered rejecting all bids for renovations at the West Government Center and restarting the solicitation with completed design drawings; three bids had been received under the earlier solicitation, which was issued before the full drawings were ready. The administration said a new award could return to the board around March or April. A separate item sought approximately $1.6 million in payments to Thriving Minds and Thornton Construction from existing project funds (the overall project budget was cited as $54.4 million). The committee deferred that item to its next meeting, requesting full invoice documentation, answers to members’ questions, a payment-reconciliation deadline, and Thriving Minds’ participation.
The committee also heard a DTPW overtime-management presentation. The department reported $71 million in FY 2026 overtime spending and a $75 million FY 2027 budget, and described purchased Hostess scheduling software as one part of its reduction plan. Full implementation is targeted for FY 2027’s fourth quarter, with a goal of reducing scheduled overtime by at least 5%—estimated at about $1.7 million annually once fully implemented. Members requested further breakdowns of overtime by cause and category and periodic progress updates.
