The Cleveland Heights City Council Planning and Development Committee held a public hearing on October 15, 2026, regarding proposed accessory dwelling unit (ADU) zoning amendments. Staff outlined the proposal, developed through more than two years of studies and community engagement: ADUs would require a conditional use permit and Planning Commission approval, with an owner-occupancy requirement; detached and attached units would be allowed, with maximum floor areas of 800 square feet on lots under 6,000 square feet and 1,000 square feet on larger lots. A 60% lot-coverage cap would apply, and no additional parking space would be required for an ADU, though existing parking requirements for the primary dwelling would remain. Staff estimated five or fewer ADUs would be built annually. The committee also noted that legislation passed October 5 prohibits short-term rentals in ADUs. No contract, procurement, or budget allocation was considered; a speaker raised possible tax abatements, and the chair noted that the city’s existing property-improvement incentive program may apply to qualifying projects.
Public comments reflected support for ADUs as a way to support aging in place, caregiving, and housing choice, as well as concerns about parking, enforcement, neighborhood character, green space, and density. Some speakers objected to conditional-use approval, while others supported the opportunity for neighbor input through Planning Commission review. No vote was taken. The chair said the proposal was scheduled for a council reading on October 19, when council would consider the public feedback and determine whether further changes were needed; a vote was not planned for that meeting.
