The City of Upland held a Quality of Life Community Outreach Meeting on October 16, 2026, focused on city finances, infrastructure needs, and proposed Measure M business-license-tax reform. Staff said Measure M would update a fee schedule last revised in 1994, phase in changes over two years, retain a cap of $28,000, and provide an estimated $2.1 million in annual revenue if approved by voters. The proposal is intended to reduce the proportional burden on smaller businesses and increase fees for larger businesses; it would not tax residents or homeowners. No vote was taken at this outreach meeting. Staff cited budget deficits, a pavement-condition score of 53, and an estimated $20 million annual gap between current street funding ($6.8 million) and the amount needed to reach a score of 70 ($28 million). They also described possible service reductions if additional revenue is not secured.

Procurement and funding updates included new landscaping contracts and changes to contract management intended to improve efficiency and competition in bidding. The city said an all-in-one pothole-repair truck was on order, with the goal of repairing potholes using fewer staff; no purchase amount or award decision was stated. Staff also reported securing $4.7 million in state earmarks for four projects and said the city was exploring approximately $1 million more for Foothill Boulevard Phase 2. The Foothill improvement project was underway, including sidewalk, curb, and water-infrastructure work. No contract award, bid approval, or spending motion was identified.
