Greenville County, South Carolina’s Oversight Ad Hoc Committee met on October 15, 2026 (the meeting title references October 12). The committee approved the prior meeting’s minutes and discussed developing a scope for a countywide financial and controls audit. Members proposed a $50,000 threshold for reviewing large transactions and identified areas for examination including appropriations, general-fund payments, grant restrictions and unspent funds, transfers between accounts, departmental overages and their final destination, payroll-to-personnel records, expense accounts, insurance (including health self-insurance), vendor and contract compliance, procurement processes, and payments to nonprofits. They also raised cybersecurity vulnerabilities and recurring payments related to electric-vehicle charging meters. A member cited concerns about the $25 road fee: approximately $14 million was reportedly allocated for road infrastructure, compared with about $12 million later and an average of roughly $8 million over an eight-year review; the committee wants the collection and use of those funds traced. The discussion also noted a reported increase in insurance costs from roughly $20 million to $47 million, to be examined.
No contract award or vendor selection occurred. The chair said a consolidated audit scope would be circulated for a final review and vote, after which it could be issued as an RFP; a member noted that the scope would still require ratification. The committee approved adding the discussed items to the working list for that later review. The $50,000 threshold and the proposed audit scope could shape the eventual solicitation, but neither the RFP nor a contract was approved at this meeting.
