# City of Winter Springs Charter Review Committee Meeting Thursday October 15, 2026

**Body:** City of Winter Springs
**Date:** October 14, 2026
**Jurisdiction:** SLED

The City of Winter Springs Charter Review Committee met on October 15, 2026, to continue reviewing Article IV of the city charter. The committee unanimously voted to increase the number of registered-voter signatures required for a candidate petition from 15 to 50 and to change the candidate eligibility wording from “reside” to “be domiciled.” A proposal to eliminate the minimum prior residency period—currently one year in the city and six months in a commission district—passed 3–2. A proposal to replace five geographic commission districts with four districts and one at-large seat received no second and died. Public commenters expressed differing views on the residency and petition changes and on district representation.

The committee unanimously supported revising the district-review schedule to require a review within 12 months after decennial census information is released, with more frequent reviews if the commission determines demographic shifts warrant them. The city attorney will draft the language and research election-term timing issues for the committee’s continued review of Article IV. The attorney estimated that a districting process may involve roughly $10,000–$15,000 in staff time and outside assistance; no procurement decision or spending authorization was made. No procurement activity was identified.
