The City of Evanston’s Ryan Field Community Advisory Council met on October 14, 2026, to review operations at the new stadium and community concerns following recent events. Residents raised issues about stadium and testing noise, sirens, lighting and exhaust equipment, traffic and pedestrian safety, shuttle buses staged on Lincoln Street contrary to the transportation plan, parking restrictions, and use of Longfield for event parking. No contracts, vendor awards, bids, procurement budgets, or specific spending decisions were identified.

The advisory council approved recommendations for no portable speakers on the stadium’s east side during community events, a 70-decibel limit for permitted amplified sound on the west side, and no amplified sound before 9:30 a.m. for events. It also recommended that flyovers require city approval. City staff and Northwestern/OVG were asked to install sound monitors (including city-owned monitors), address overnight lighting and exhaust noise, clarify parking restrictions with maps and public notices, and review event traffic and bus staging. The city manager was asked to consider enforcement for the previously discussed three-month event-notice expectation. These were advisory recommendations and follow-up items; no procurement action was taken.
