The City of Savannah City Council workshop on October 8, 2026, covered a proposed parking ordinance amendment and a five-year update to the 100% Savannah Clean Energy Plan. The parking study recommends regulating about 2,400 of roughly 10,000 spaces in the study area, including approximately 2,000 metered spaces, with residential permits in regulated areas. The amendment is ready for council consideration; if approved, staff would bring it forward for a first reading and proceed toward implementation, including purchasing equipment, striping spaces, and updating parking systems. Staff estimated about three months for equipment delivery after an order is placed. No contract award, procurement vote, or equipment cost was identified. The discussion also covered enforcement staffing and possible automated license-plate-reader enforcement, as well as the need to track other neighborhood “watch areas.”

Staff reported energy-efficiency upgrades to city facilities, more than 50 electric-vehicle chargers, and a $50,000 Bloomberg Philanthropies award for youth climate-action microgrants; the city is also concluding an EPA brownfields assessment grant. Green Link Analytics and Clear Path Technology are partners on a greenhouse-gas inventory. Council discussed broadening the plan’s focus to address environmental justice and requested that staff return with recommendations for incorporating that work, potentially in the existing plan or a separate plan. No formal vote was taken on the plan or parking amendment during the workshop.
