The City of Birmingham Planning Board held a study session on October 14, 2026, to review a consultant’s preliminary recommendations for the zoning ordinance update. The Halsey Levine team presented options concerning zoning-district consolidation, housing and accessory dwelling units, downtown commercial uses, building and site design, open space, sustainability, and parking. Board members and residents emphasized neighborhood character, housing scale and affordability, historic preservation, transition areas, and the need to examine parking issues—including the former Parking Assessment District—with legal and City Commission input. The recommendations remain preliminary; the board did not approve them or direct the project to proceed to drafting at this meeting. Further review and public input are expected during 2027.
The board unanimously approved the September 9 meeting minutes, subject to requested clarifications. No contracts, awards, bids, or spending decisions were considered, and no procurement activity was identified.
