The City of Hartford, Wisconsin Common Council met on October 13, 2026. Procurement and spending actions included approval of two replacement ADA chairlifts for the Lutz Indoor Pool from Horizon Commercial Pools for $16,930, plus up to $500 for hardware; staff cited three quotes, available capital funds, and a Rotary donation. The council also approved a roof-deck project at the Jack Russell Memorial Library, awarding the work to Hometown Builders Unlimited for a not-to-exceed $65,570.96, and approved replacement of the library boiler by J&H Heating for a not-to-exceed $41,461.50. Both library projects are to be covered by library fund balance. The council adopted a resolution creating a residential garbage fee of $10.66 per month, shifting the service cost from the property-tax levy; staff cited rising GFL contract costs and fuel surcharges, including $4,000 in fuel surcharges in one month. The council approved a proposed 2027 taxi fare increase, including a 50-cent increase to standard and senior/disabled fares and increases to mileage and wait-time charges.
The council approved the draft 2027 operating and utility budget for publication, with an 8–1 vote to add $5,000 each for the Hartford City Band and Community Chorus, to be funded from proceeds from city property sales. The city administrator reported that the draft budget relied on approximately $1.4 million in fund balance. Police staff provided an overview of the five Flock license-plate-reader cameras: the city’s five-year contract runs through December 2028, with annual maintenance costs of $12,500. Staff described data retention, access controls, and audit procedures; residents urged the council to cancel the contract, but no action or vote on the cameras occurred. The council also received a construction update on the Innovation Way extension and DJS Wisconsin Stamping project; no related contract award was considered at this meeting.
