The Sparks Planning Commission meeting on October 15, 2026, approved a conditional use permit for the Audi District adaptive-reuse project at the former Lowe’s site. The permit covers a vocational school operated by National Technical Institute, space for the University of Nevada College of Engineering, a craft coffee roastery, and a drive-through ATM facility; it passed with nine conditions of approval. The Commission also recommended that City Council approve a development agreement with Silver Sage Manor for city-owned land on 4th Street to develop at least 16 senior affordable-housing units, with rents affordable for 50 years. The parcel is to be purchased under a separate purchase-and-sale agreement by April 30, 2027; no purchase price was stated. The Commission additionally recommended approval of a comprehensive plan amendment, annexation, and rezoning for a site with an existing car wash and mini-warehouse. No contract awards or bids were approved at the meeting.
In its FY 2025–26 regional annual report, the City described funding and project activity, and the Commission endorsed forwarding the report to regional planning bodies. The City received nearly $740,000 in CDBG funds and just under $3 million in Home Means Nevada Initiative funds for affordable-housing land acquisition. For two properties acquired with the latter funds, RFPs resulted in selections of Reno Housing Authority and Northern Nevada Community Housing as developers. The report also cited $800,000 for a Victorian infrastructure improvement project, $130,000 for public art, and completed or ongoing sewer, storm-drain, marina, and park-turf improvements. These were reported activities and allocations, not new procurement approvals at this meeting.
